i386 ramdiskbin doesn't include /sbin/dmesg, so we should prepare
some space for it (maybe much smaller than 5k).

I guess le* at pci? doesn't support MII (and may have problem on vmware).

I'm afraid someone complains that he has an old binary for recovery,
but now INSTALL has "no options EXEC_AOUT" so it seems okay to remove
COMPAT_14 and prior.
