RTFM, build.sh doesn't build the tools before building a kernel.
(Actually I'd like to be able to skip the 'tool' part, and even the
'distribution' part when I know nothing has changed since they last
worked - this can (almost) be done by using the Makefile in /etc with
random environment variables set.)
