Simply: I don't know. Regional-pl is, almost, empty - but irc channel
 is alive and kicking :). http://netbsd.pl contains collection simple
but very useful HOWTOS in Polish (and is "always under construction" :).
Usenet group contains threads about all BSD systems, frequently about
Free- and OpenBSD.

IMVHO polish NetBSD community is small and friendly - it also still,
slowly, growing. Peoples are generally interested in other OSes, and
 some local OS-related news-sites (like http://7thguard.net) willingly
publishes articles about NetBSD (or generally, about *BSD).
