Ah, yes, of course -- that is the worst-case problem with trying to link
CVS/Root files: new ones will not be linked (unless the user relinks
them all again after every "cvs update", but if you're going to re-walk
the whole working directory to do the relink then you may as well just
edit them in situ at that time and be done with it and avoid creating
the non-standard structure with many links)
