It is decided at run time. From "src/sys/arch/i386/i386/mainbus.c":

                mba.mba_paa.paa_ic = &x86_isa_chipset;

If it were a compile thing it would be stupid to allow compiling it both
if APM or PNPBIOS could never be used anyway.
