Looks like I might need "kern.securelevel = -1" as well.
NetBSD 1.6.1 system:
kern.securelevel = -1
toad# ls -l /dev/console
crw------- 1 rmk tty 0, 0 Jan 4 00:34 /dev/console
xconsole is not suid
xconsole works
NetBSD-current system:
kern.securelevel = 1
roothog# ls -l /dev/console
crw------- 1 root wheel 0, 0 Jan 4 00:56 /dev/console
xconsole is not suid
xconsole doesn't work.
I probably should have stayed with XFree 3.3.6.
