That's not entirely true.  At least some of the common chipsets used
in the consumer devices (e.g. the Rockwell chipset) *do* supply a PPS
signal; it may or may not be wired up to the serial port in a given
implementation, and even if it is wired up it may not be _documented_
as being wired up.
