Subject: build.sh release broken

Something is missing from the tarballs built by "build.sh release". I
haven't looked into the scripts used by sysinst but I notice things go
awry when I'm asked to choose the timezone: lots of timezones are
missing! Then, since I pick csh as the default shell, the shell scripts
all die.

To install NetBSD properly, I have to use the 200407150000 release on
ftp.netbsd.org.

Should I send-pr?
