I had something weird, not too dissimilar to this, recently.  Make
doubly sure that you use the raw, rather than block, device for
installboot(8) - otherwise it will fail silently, and, due to other
surprising behaviour of disklabel(8), you can wind up with a second
copy of the MBR in the PBR instead.
