This is a regular file (not suprising). After a MAKEDEV all it should
be a device, like:

 brw-r-----  1 root  operator  4, 0 Jul  1  2002 /dev/sd0a

FWIW: I don't have /dev/sd0 at all, and "MAKEDEV all" does not touch it.
