use "borrow" from the root class that will have the 100 %
bandwidth. when each class is under use, each gets 25M max,
but when only one or two are concurrent you can use "borrow"
to let them eat more bandwidth from the root class which owns
100 % of it. of course, as soon other cards ask for bandwidth
they will get it.
