No, they aren't, at least not always. "src/usr.bin/ktruss/Makefile"
contains this line:
.PATH: ${NETBSDSRCDIR}/usr.bin/ktrace ${NETBSDSRCDIR}/usr.bin/kdump
It will therefore happily use "src/usr.bin/kdump/ioctl.c" if it
already exists.
