I get these occasionally on my IBM X31 laptop.  I don't know for sure,
but it's beginning to seem as though it happens when the UTP connector
has recently been disconnected from the net.  The hang typically comes
within the first five minutes after I disconnect.  It does not seem to
matter whether I use a wireless network or not when disconnected.  Of
course, when I disconnect from UTP, I usually also disconnect from
power at the same time, so it *may* be an APM-related problem...
