This Google query gets interesting results.  Top site is Federation
of American Scientists (FAS) and next 2 are militry sites.  Second
site is PDF file that says it a military standard:

DoD 5220.22-M, May 1, 2000 Second Amendment (Change 2, 5/1/2000)

The document isn't very technical and reads like a contract.
I think you need a lawyer with a Computer Science degree.
