Thanks for pointing this out.  This is an artifact of the way we
synchronize the anoncvs and cvs servers: we push one directory at a
time from cvs to anoncvs, so junk that gets into the very top level
never gets cleaned out.

I've cleaned it up by hand.  Thanks a lot!
