That might cause problems with NetBSD builds and e.g. break "build.sh".
One should either not set "USETOOLS" in "/etc/mk.conf" at all or not
that it if packages are built like this:

.if !defined(BSD_PKG_MK)
USETOOLS=	yes
.endif
