Yes, there is; because they don't have control on the reverse; their ISP do,
and doesn't care.
And no they can't change ISP, because this is the only ISP available in their
area.
The place where I work implements such a policy, and ended up with a whitelist
of IP addresses for peoples who *can't* get their reverse fixed (and the mail
admin there tries very hard to get peoples fix their DNS before adding an
entry to the whitelist).
Maintaining a whitelist isn't something doable for a public list server.
