Subject: mfs /dev given wrong permissions?

I'm using an mfs /dev, as created by /sbin/init, and I've just noticed
that /dev has permissions:

drwxrwxrwt   2 root  wheel     4096 Dec  9 23:45 dev

Clearly this isn't right.  I don't think this is something I've done
wrong on my machine, though it's certainly possible, so is this a bug
in /sbin/init?
