Yeah. I've used that before. It works ok. But I don't just pay for 
http traffic, I pay for all traffic, including ftp and smtp. Throttling
http is probably about 90% of my bandwidth so I can probably get away
with doing it, but I really don't need another surprise bill.

I'll re-install mod_throttle on this machine and see if that at least
makes the sokva problem go away.
