This happens when the _tools_ are build, not when the system is buid.
You need the new cpp to build the tools. Kind of chicken - egg probelm.

Johnny posted about the texinfo problem on port-vax. You can get the new
tools by manipulating the texinfo source. Once you have the new
toolchain you can revert the hack to texinfo and build the system.
