That wouldn't be a fix, that would be breakage.
There are good reasons one might want to cat a directory. (Most
recently for me, perusing file system damage.)
Sure, using a file system debugger is the real way to deal with
stuff like that, but cat is a good enough hammer for a lot of things
other than plain text files to be functional nails.
