It does look like "string_to_flags" comes from 
/usr/src/bin/ls/stat_flags.c and /usr/src/bin/ls/stat_flags.h,
but it doesn't seem to get pulled into building xinstall.lo.

Make seems confused by this line in the Makefile:

SRCS=   ${HOSTPROG:D:Ustat_flags.c} xinstall.c getid.c

stat_flags doesn't get picked up. Somehow make is confused.
