Building the world with

MKKERBEROS=no

dies with lib/libtelnet/Makefile v 1.18. I don't really understand the logic
in there.. Should the outer .if just be ${USE_KERBEROS} != "no", and then
amalgamate the ${USE_KERBEROS4} != "no" parts?
