Afaict there is no support for ISO8859-13 as it is not in
src/share/locale/ctype/

Or is there anybody more knowledgeable who knows how to generate a locale for
ISO8859-13 ?

I also tried to make LC_CTYPE for cs_CZ.UTF-8 by 
mklocale -o /usr/share/locale/cs_CZ.UTF-8/LC_CTYPE /usr/src/share/locale/ctype/en_US.UTF-8.src

It does not work: the messages generated by libc are unprintable, a piece of
text with accented characters created by recode is printable.
I am probably missing something simple but I did not find any documentation
that would be much helpful for making locales.
