Subject: chmod error after installation

Hello,

[ the problem is related to 1.6.1_RC2, but I imagine it is also present
in current ]

Situation: just installed 1.6.1_RC2 on a machine, selecting the base.tgz
and etc.tgz sets only. After the installation, I reboot the machine and,
while booting, the following appears:

Setting tty flags.
chmod: /dev/tty[p-uw-zP-T][0-9a-zA-Z]: No such file or directory

This can be solved running MAKEDEV... it's just ugly that this message
appears after a clean installation. Why?
