ACPI is not reporting anything -- it has nothing to do with this at all.

It probably is not an ACPI issue. ACPI just tells the pckbc where to
attach -- i.e. where the device is located -- it really has no impact
on how the keyboard controler works after that. If you want to, you
can just disable the acpi attachment for the keyboard controller and
have it attach via the usual isa mechanism and see what happens -- I
bet the problem doesn't change. (It would be interesting if it did.)
