It may not be the right thing to do anymore, but it works fine for me:

 cd /sys/arch/i386/conf
 config CDWARD
 cd ../compile/CDWARD
 make depend && make
 cp ./netbsd /netbsd
 shutdown -r now


But, I'm also stubbornly sticking with rebuilding everything like this:

 cd /usr/src
 ./build.sh -T /usr/tools -O /usr/obj -E build |& tee build.out


so, YMMV.  It works for me.
