In what way is the size of the /rescue binaries the "issue" ?

IIRC, the only negative comments relating to the size of /rescue
were uninformed complaints from people (who had obviously not fully
read the original proposal) who were concerned that the space consumed
in `/' would grow with the change.  (The actual situation with dynamic
/{bin,sbin} and /rescue is that you *save* space on `/').
