As I've written to tech-toolchain an hour ago, the build.sh
script still checks for USE_NEW_TOOLCHAIN which was removed
from *.mk.
It probably should check for some combination of
MISSING_TOOLCHAIN and EXTERNAL_TOOLCHAIN...

Setting USE_NEW_TOOLCHAIN in the environment or mk.conf
helps as workaround.
