Hmm... I'm getting confused. I've tried the same:

/mass/home/jmmv$ export LANG=sv
/mass/home/jmmv$ file /bin/ls
/bin/ls: ELF 32-bit LSB executable, Intel 80386, version 1 (SYSV), for NetBSD, statically linked, stripped
/mass/home/jmmv$ /bin/ls kaka
ls: kaka: No such file or directory

I can't see any language change...
