In this case, the "someone" is "a lot of people", and they have a very
legitimate reason:
1. dlopen() opens the door to more flexible pluggable auth
methods.
2. dlopen() is needed for pluggable locales.
(2) is *extremely* important ... for all those languages which do not
use the ASCII character set.
