Right! I couldn't put it better myself.
Try Zoom "56k USB", model 2985 instead:

In my bitter experience the best modem I've tried on my crappy 7 mile
long phone line. On a good day other 56k modems would connect at 28800;
this one connects at 37333 and downloads at 4.1 kB/s!
