When run as ntpd pseudo user (e.g. when run chrooted), ntpd can't set the tod:
ntpd: Can't set time of day: Device not configured
Same result when running ntpd as ntpd user, chrooted or not. No problem if run as root, chrooted or not. Giving the clockctl device to ntpd user doesn't cure. Giving it 666 mode neither.
