Never mind ... found it.

For reference, the file .../CVSROOT/config needs to be created,
and contain the line

tag=NetBSD

Is there some reason that this file couldn't be shipped with the
repository?   It isn't really very useful without it (well, it is
useful, but not nearly as good as it should be).
