Subject: HEADS UP: sparc netboot now has DHCP/BOOTP support enabled first

A heads up!
I've changed the default order in the sparc boot.net from
"bootparams then bootp" to "bootp then bootparams", and I've
enabled NFS_BOOT_DHCP in the sparc GENERIC and INSTALL kernels.
This is for consistency with other NetBSD ports.
(bootparams still works as a fallback, although I've found that
our dhcpd is easier to configure and debug than our rpc.bootparamd)
