Subject: build.sh -u fails to build release sets

When setting UPDATE via build.sh's -u option, release sets fail to build
because:

(cd ../distrib/sets; /usr/obj/i386/tooldir/bin/nbmake sets)
DESTDIR=/usr/obj/i386/destdir  MACHINE=i386 MACHINE_ARCH=i386  MAKE=/usr/obj/i386/tooldir/bin/nbmake MTREE=/usr/obj/i386/tooldir/bin/nbmtree PAX=/usr/obj/i386/tooldir/bin/nbpax sh /usr/src/distrib/sets/maketars -M /usr/obj/i386/METALOG  -d /usr/obj/i386/destdir -t /usr/obj/i386/releasedir/binary/sets 
parsing /usr/obj/i386/METALOG
nbmtree: ./usr/include/i386: No such file or directory
nbmtree: failed at line 817 of the specification
making base.tgz
making comp.tgz
making etc.tgz
making games.tgz
making man.tgz
making misc.tgz
making text.tgz

(for any architecture).
