Yup, it seems someone was a little too eager to make sparc-installboot a
host tool. <g> Currently, therefore, you can't cross-build sparc from a
non-NetBSD host until this is fixed.
(Note that if you remove sparc-installboot from the subdirs in
src/tools/Makefile, you can do a build to $DESTDIR, but not a release.)
The glue for compiling from non-NetBSD hosts is still coming together in
bits....
