As of today, our make(1) program has two new variable substitution
modifiers, `tu' and `tl', that return the upper-case and lower-case
respectively of a variable's value.
This feature will be used shortly in the <bsd.prog.mk> system makefile.
This means you have to update and install make(1) first, before
you install the new bsd.prog.mk file.
