That only affects the mappings used by the terminal windows.  X is given
the raw PC-XT keycodes and has its own map somewhere else.

On my i386 'current' system I can flip the terminal window keymap, but
not the X ones.

Since attempts to type | generate > in the wrong directory you can
overwrite a nice program!
