Yes, modulo some ILP32/LP64 problems (alpha target on ILP32 host, mips
target on LP64 host) that may be fixed in gcc3. In general, any NetBSD
>=1.5 system should be capable of doing a build of a USE_NEW_TOOLCHAIN
target.
Cross-building installation media and ramdisk kernels, however, is still
being worked on as of this writing.
