You have the option of using a non-/bin/sh shell with NetBSD's make(1).

There's a lot of work being done with "make release" to allow this. A "make
build" / "build.sh" without "-R" should work fine as non-root.

This is precisely what nbinstall does currently (if you look at *recent*
-current).
