On alpha you should not be using build.sh.

It's only for USE_NEW_TOOLCHAIN hosts and alpha isn't such a thing
yet.

IIRC, I got past your problem by building a new mtree and a new
install.  The entire tree does build on alpha without any errors
right now, once you manually get past the inevitable toolchain
dependencies.
