USETOOLS=yes is the default; you don't need to set it explicitly, or
otherwise put it in a ".ifndef BSD_PKG_MK" in your mk.conf.  As of rev.
1.181 of bsd.own.mk, the default is automagically set to "no" in such a
BSD_PKG_MK test.
