Not necessarily. Some SCSI disks for desktop use spin down every once in a
while when used 24/7 -- I've seen/heard this from an IBM DORS.

Another suspect is the disk's power cable. I've seen this in an external
case and in a Sparcstation 2; in both cases swapping the power cable fixed
the problem.
