current-users: I can't get cvs to work any more

Does this mean I have a process open on the cvs server? I've editing the
files in the CVS directory, and deleting /usr/src/ and starting over. I
set CVSROOT and try to start over, but any command I try, including 'cvs
login' just give me the following error.

cvs [login aborted]: connect to anoncvs.netbsd.org:2401 failed: Connection timed out
