I looked in the /etc/rc.d/network and found /etc/netstart.local with the
comment "This must die" above it.

If we aren't going to continue to support /etc/netstart.local, then where
would things which aren't general purpose (like specialized routing
information) be set up.  If, on the other hand, we are going to continue to
support netstart.local, then we need to change the comment or implement
whatever is going to replace it.

I like the new structure, but I don't want to lose sight of the fact that we
are trying to get some real work done.
