jwhois in the packages collection (pkgsrc/net/jwhois) does the job.

(It is from FSF; it is GPL'd.)

A lot smaller (245008 vs. 23276 for the tarball) implementation is at
http://www.linux.it/~md/software/. It is used with Debian. But it is also
GPL (but not mentioned in the binary or in the documentation, just in the
whois.c).
