Don't you still have obsolete /etc/rc.d/* or /sbin/rcorder in place ?
The stuff was changed to only 'stop' services which have
# KEYWORD: shutdown
on shutdown. Only following scripts have it on -current:
	cron inetd ipsec local xdm
