This seems to not be sysctl settable (on most archs?).
For reference, the gdb method is like this:

1. in singleuser, run 
	gdb --write /netbsd
2. in gdb, execute
	set nmbclusters = YOUR_NEW_VALUE
3. quit gdb, reboot
