Yes, you are right.  Now that we have the new framework that was
designed to make upgrades easier, we should make upgrades easier :-)

Luke and I have talked about this a little - also whether or not we
should have a "make update" target in etc/Makefile that updates certain
non-likely to be changed files.  Of course, that "non-likely to be
changed" list may be open to debate...
